It has to be infinitely replayable (like battle facilities) to be postgame.

No, fuck that, why does anyone actually like Kanto in Gen 2, regardless if its post-game content or not? It's fucking boring and you are just better off playing the Gen 1 Kanto or the remakes.

If it's something you can only do once then it's just an extension of the main game. Postgame is something that you can always come back to and play as much as you want without starting a new save file.

It was super neat to be able to revisit locations and characters from the previous game and see how they had changed, even if it was a bit limited. This wasn't a common feature in games back then, it was very difficult to fit an old map in addition to a new one into a cartridge. You're probably too young to have experienced it.

Content in pokemon is a split up by pre-elite four(game) and post-elite four(post game)
Anything the game requires to be done and that can be done before the main goal of the game is accomplished is base game and anything that is made available after is post game
