Gamefreak sees it as nothing more than a joke.
When they did the Pokestar Studios movie about Pokemon capturing humans, they used Ledian because it would be funny to have the worst Pokemon ever made be the one that takes over the world.
Ledian is such garbage that the gen 2 games are a 1/10 just because Ledian exists in them.
If I had a gun with 2 bullets, and I was in a room with Hitler, Stalin, and Ledian, I'd shoot Ledian and then shoot myself so I wouldn't have to go the rest of my life with the image of Ledian burned into my eyes.
