Especially with Strength, the basically only good HM in the series atm. I think they should cut it down to 5 HMs if we're not changing types or BP of the moves.
1) Fly - Entirely optional, decent Flying-Type move
2) Surf - Really clear natural roadblock and good Special Water-Type move
3) Waterfall - Always a good spectacle for the games, a decent Physical Water-Type move
4) Strength - Reliable puzzle foundation for the series, a good Normal-Type move
5) Rock Climb - Acts as a nice contrast to Waterfall, a decent Normal-Type move (in spite of the Accuracy)
That being said if they were willing to change the HMs Type and BP I'd be alright with Cut returning as well but only if it becomes a Steel-Type Slash (if it was Grass-Type it'd just be a shittier Leaf Blade).
As for the others, I'd honestly change Waterfall to Dragon-Type simply because I'd like to see more Dragon-Type moves not just called "Dragon [x]". Strength & Surf I'd honestly keep as is simply because Normal-Type needs it more than Fighting-Type or Ground-Type with regards to Strength and Surf is just a nice all-rounder move (although this'd come with making Scald always appear after Surf because it and Hydro Pump fuck over Surf immensely). Rock Climb I'd give to the Rock-Type and boost the Acc. to 90% and Confuse Chance to 30% making it in a way a less powerful but more reliable physical variant of Hurricane.
