What happened to Wide Movepools anyhow, seems like most of the new'mon are a stay in your own lane sort of approach with only two or three non-STAB/Normal-Type moves that aren't Status.

gen 8 happened. not just hidden power but other moves like signal beam and pursuit were culled, and iirc a lot of pokemon are now locked out of moves they had access to before like lots of mons not being able to use roost or knock off any more

In earlier gens (especially 1 and 2) they were looser with move sets because otherwise there would be a lot of moves exclusive to 1-3 Pokemon lines.

Another factor I feel played a role was how the first 2 gens implied all Pokemon were supernatural in some way and real animals possibly existed alongside them, therefore even a "my mom's rat" was capable shooting all sorts of elemental beams. In Gen 5+, it's pretty clear that Pokemon have replaced non-human animals, and therefore a "my mom's rat" has the mundane and limited movepool you'd expect from such a design.

The third Pokémon movie, during gen 2, was when they officially decided to make it canon that there were no other animals. The original idea for the third movie would answer the question of "why are there humans and plants but no animals" and the main villain was going to be a magically reanimated T-Rex skeleton.
They decided (thankfully) not to go with this idea.

Difference was she was still weak to a common threat in the meta. She wasn't dragon proof. She relied on a specific set to be allout offensive instead of a clerk or setup sweeper.

Difference is it lacks GOOD moves yet alone a movepool worth it.
Clefable has always been known to be one of those evergreen mons, it can learn a shitload of moves and has decent stats.
Mawile is the opposite, poor typing, works better on utility and can't hit very hard unless MUH MEGA which I'm glad is now gone.

This isn't new in any way, it's just that Smogon is actually paying attention to the HOME-less meta this time because there is a bigger degree of uncertainty about how things are going to work once HOME is actually out. If you wanted to restrict only to mons born in gen 6 or in gen 7 there already were very gimped movepools, even more so than now, until the second sets of games with move tutors were released, for example almost nothing got Stealth Rock naturally.
