Water and Ice should be combined into one type.
Rock, Ground, Steel, and Grass should all be consolidated into one type. It can be called "Earth" type.
Fire and Electric should be one type.
Normal and Fighting should be one type.
Ghost and Dark should be one type.
Fairy and Psychic should be combined and be called "Light" type.

Also drowning isn't something exclusive to water, you can drown in sand.
