Rock and Ground should not be merged into a single Type. This is a wisdom all must hear.

Types are not elements. Rock and Ground (and steel and/or grass,) are the same element—Earth. They remain different Types because they have vastly different physical properties. Like Water and Ice. It's all about move effectiveness.

Water and Ice MUST BE separate because it is equally logical that Fire should be strong against one, and weak against the other. That Fighting, Steel and Rock would shatter one, but not the other. That Grass would die when exposed to one, yet be nourished by the other. We understand them to be uniquely distinct despite being of the same substance.

Rock and Ground are not as distinct. However, they are distinct ENOUGH for it to matter enough for them to be separate. Loose soil/sand and hard rock material are physically too different. Fighting breaks Rock, but Ground just sorta absorbs it. Defensively, they're very similar, but Rock Types are usually literally MADE of rock, so they're gonna need account for the clear physical differences by making it different from Ground.

Really what matters so much is the ATTACK moves. Considering Bug, Ice, Steel, Electric, Poison and especially Flying would all react differently when attacked with loose sediment vs a solid rock, they have to be different Types.

Besides, they've done a decent-ish job of making them distinct by associating Rock with dinos, gemstones and a focus on defense, whereas Ground is for sand, mud/dust and a focus on attack.
