there's no reason for it to grow hind legs. sealeo and spheal do not have hind legs, real walruses do not have hind legs. the tail of seals are their legs so technically walrein is a 6 legged mammal

It didn't grow hind legs, the bones just shifted. Walrus/Seals aren't like whales or dolphins, their feet didn't fuse into a rear flippers, they just move back to the tail area, while still having tails.
