Now, given that they had all that to show for the expansions in November, it's safe to say the DLC route was planned all along, with the 'cut' simply used as a stunt to generate controversy and discussion for SwSh, which was their only option, because they had shown nothing particularly attention-grabbing during pre-release. It worked splendidly, SwSh broke sales records for the switch, and pokemon in general.
Given the amount of pokemon added back per expansion, there's either going to be one bigger expansion or 2 similar expansions released next year to complete the national dex. To top it all off, they could release an 'Ultimate edition' of each game before the gen 4 remakes/new gen/let's go/whatever they want to shot out, including all of the expansions, giving some people the illusion that they're not being ripped off. If this works out favourably for GF, expect this tactic for the foreseeable future.
