That art doesn't fit TPCi's admittedly low standards. Shading on concept art is frowned upon, and shading that harsh in general is also not a Pokemon thing.

The humans don’t look at all in the Pokemon style, nor do they match the same lightness and graininess of the Toxtricity. The balls are also clearly pulled from another source, as is some of the text.
Whoever made this did a pretty shitty job if they were trying to be even remotely convincing. This is the kind of shit that would’ve MAYBE fooled people in the early 2000s, but immediately falls apart at a moderately high resolution.

Another tell is that there's English writing on the shirt. World languages have been heavily downplayed in current Pokémon or at least have been replaced with those glyphs anyway.
