Probably either Electric/Normal because Normal is used as the "sound" type, or Electric/Psychic because it can access all of the information of the internet and can communicate "telepathically" with other phones.

Give it Sandstorm to help. But it does sort of fit: Excadrill's Japanese name is Doryuzu. The "Ryu" (竜, like Dragonite/Kairyu) can also mean "Dragon." Kind of like how Mega Ampharos is a dragon because its Japanese name is Denryu, "Electric Dragon."
