lugia was designed for the pokemon 2000 film, they just gave him the psychic instead of water to make him look "powerful" as psychic was the "powerful" type at the time

Morimoto explained it in a video. It had to be flying because its design had it stay in the air and abilities weren't a thing yet so the secondary typing was either water or psychic and they went with psychic because that was the "strong" typing back then.
