Oh I misread OP's statement I thought he said a trainer with 2 Voltorbs as opposed to a trainer with a Level 2 Voltorb. Also yeah as the latter pointed out the guy has four Voltorbs ranging from Level 2 to 14 that's kind of the point is that it's this scaling challenge in a single trainer. Also you can rematch the guy later in the game and his Pokemon become stronger with his last battle having two of the Voltorbs as Electrodes. It certainly could've been a more interesting battle for sure though, like if I was to give the guy a team it'd be;

Initial Battle - Voltorb Lv13, Voltorb Lv15, Magnemite Lv15, Drowzee Lv17
1st Rematch - Voltorb Lv24, Voltorb Lv27, Magnemite Lv27, Koffing Lv27, Hypno Lv30
2nd Rematch - Lanturn Lv33, Electrode Lv35, Magneton Lv37, Weezing Lv39, Hypno Lv41
3rd Rematch - Lanturn Lv42, Electrode Lv44, Magnezone Lv44, Chimecho Lv46, Weezing Lv46, Hypno Lv48

Meganium is pretty based support Pokemon that can pull it's weight if used properly, tho :V
Poison Powder, Dual Screens, Body Slam, Morning Sun for these people playing itemless nuzlockes. It also works pretty well against few realy feared fights like Whitney's Miltank or Clair's Kindra. Also it's weaknesses are mostly overtalked and/or easy to cover with something like Geodude.
Like, fuck me i strongly believe that Meganium > Typhlosion, mostly because of how barebone is in-game coverage for Typhlosion and how late it evolves.

I know, I tried the double screen tactic on my Meganium and it took half health to super effective. Used Synthesis to recover but I damn well know that isn't super bright, didn't help when my team looked like this.

How is no split a good thing? 2/3 of all pokemon can't even use their moves right, assuming they even get any over 60 bp on their attacking stat. I expect a little more than "anything works because everything sucks" from a genre about leveraging your tools. And May is a complete non entity after like 3 gyms.

gj on using GSC level up learnset instead of HGSS where it gets Steel Wing at Lv34 and has access to STAB Aerial Ace and Fly via TM as well as having the option of moves like Return, Facade, Secret Power, Roost, Payback & Swords Dance to pack alongside it.

Also the reason most people who play HGSS or hell even GSC don't use Skarmory that often is because it is one of the last Pokemon you can get before the league, you cannot catch it until you've gotten through Icy Path.

Also I'm not sure where this argument that people use the same eight Pokemon stems from, people just use what they like, they tend not to use extremely late game Pokemon unless they really like them and Gen II has an early game selection wide enough that I don't think people are sticking solely to the same eight Pokemon. Before the third Badge you have access to;

- Pidgey
- Hoothoot
- Bellsprout
- Mareep
- Zubat
- Gastly
- Wooper
- Spearow
- Geodude
- Abra
- Yanma
- Nidoran M
- Nidoran F
- Slowpoke
- Oddish
- Heracross
- Scyther
- Pinsir
- Mahcop

All of which are pretty viable for these games.
