OP's clearly referring to the fact you can get Combusken which is Fighting-Type as well as Fire-Type which together only takes Neutral Damage from Rock-Type and can dish out Super Effective Damage from Double Kick.

Roxanne is easy regardless of the starter you chose, Hoenn's opening has some of the strongest Pokemon for a single generation's opening and a good number of the choices are also advantageous against her (Shroomish, Lombre/Nuzleaf, Ralts (targets the weaker Sp. Def), Machop, Wingull (at least for the Geodude), Marill)

This is also an issue with Roark in DPPt, and it's arguably worse for Roark because you have to overlevel to get Combusken whereas you can be on parity with Roark's levels with Monferno.

Seedot/Nuzleaf doesn't learn any grass moves in Gen 3 early on, so you're relying on Bullet Seed if anything. Machop also isn't available before you face her, but you could get a Makuhita through trading
