This. Textures are often used for more than just colors, usually they're also used for normal maps and stuff and the bump in screen resolution means they can't get away with baked in shading as much anymore in addition to making the textures larger. And it's every model in the game so all those character customization options, NPCs, environment pieces, props, ect add up fast. Textures are the main reason modern AAA titles are frequently around 60gb and games with a ton of assets like gta5 can easily reach 100gb before you even get into modding.
