Not quite but it's close. Eternal Flower Floette has a BST of 551 (74/65/67/125/128/92), while Florges has 552 (78/65/68/112/154/75).

But if AZ could evolve his Floette, we could have

Anon meant why do those things if it's not ever meant to appear in battle.
Personally I think it's obvious that they cut its appearance during development. The real question is why it's still in gen 7's data.
