Aggron is based off an old Korean folklore monster that eats metal and transforms from the size of a bug to that of a small building, so there would be an argument it has the mystical connection needed to use it.

The thing about Aggrons design that bothers me are it's horns. What part are they attached to exactly, and why do they pierce through the steel plate on it's head? It just looks like they'd restrict movement of his head and neck.

While i do agree that it looks fat, most of the time it looks bad becuse of gamefreak's animations.
Also thanks to it aggron moved from one of the worse tiers to UU and it could be used in OU as a great wall against physical attackers.
