Instead you had a lot of shitty smaller sites made on geocities or angelfire, and many of those sites would also have their own little message board, if it had one at all.
As far as for what was being shared, well most sites had the same shit on them. Sometimes they would have some stuff you wouldn't find on most other sites, but it was usually nothing important. Usually stuff like game genie and game shark codes. A lot of them would also post bullshit rumors about pokegods or how to get pikablu.
