You don't see people with weapons, only very rarely, like the Galactic bombs etc. Most conflicts are resolved through the threat of overpowering violence at the hands of Pokemon. We've only seen direct conflict between Pokemon and humans a few times, like when Lance raids the Rocket Hideout in Gen II and his Dragonite fucking Hyper Beams a dude. In Gen V, we see Kyurem flash freeze whole cities, people included. There's no way people are on the same power level as Pokemon. Hell, even at a basic level, Pokemon prove to be stronger. Humans have Pokemon like Machoke and Vigoroth lift things for them, for example.
