It's true that D&D evolved FROM fantasy wargames, but the goal was always to simulate the fantasy novels that Gygax and Arneson loved. The alignment system is ripped straight from Moorcock and the iconic magic system is a shameless rip-off of Vance's Dying Earth series. The core races of humans, elves, dwarves, and halflings (originally called hobbits until they were threatened with a lawsuit) come straight from Tolkien with minimal changes.
Combat was the focus because the particular kinds of stories that Gygax was interested in telling were pulpy, heroic fantasy stories in the vein of Conan the Barbarian, and because he had experience in wargames. However, the desire was always to create a storytelling game, except maybe in the very earliest transitionary periods when they were still effectively playing Chainmail on a smaller scale.
