Before you complain about low speed, let me remind you that both Scizor and Dragonite move in FTE speed in the anime despite their low speed.
I calculated WarGreymon's speed based on his body. Not only he has large bulkier body but he also wear a large shield, gauntlets , Knee pad, shoulder pad and a large metal vest. Its not easy to move and react fast with so many armor. In fact WarGreymon's speed should be even lower than Scizor. Those metal armor should defend WarGreymon from physical attack but at the cost of the speed and mobility.
