People overprepping for dracovish made rain kinda shit, and without dynamaxing it can't boost its stats. Its attack is good but not great, and the speed is lovely outside of rain but you really should almost never have barraskewda out without rain and you're still slower than dragapult which is on almost every team anyway.
Would unironically rather use drednaw as a physical swift swimmer.

Dynamax got banned in singles so barraskewda can't break out of choice lock items and get stat boosts so it can break through everything or even re-set the rain back and the mentality of "a good team needs a dracovish check" also hinders Barra to some extent, especially without Dynamaxing otherwise it's forever walled by seimetoad
And in doubles, people would rather use Tailwind Vish
