That made sense back in Gen 4. Kanto, Johto, Hoenn and Sinnoh are all separate Regions with their own Regional PokeDex, but are all regions of Japan, with a National Dex encompassing Japan's all four regions.

But Unova, Kalos, Alola and Galar aren't in the same nation as Japan and all represent different nations, so a National Dex doesn't make sense for those regions if they don't have additional regions to fill the missing Pokemon for that respective nation.

They did for all old mons in the regional dex both in SM and USUM.
