They're simply breaking the rig constraints to achieve the poses for the renders. I imagine if you looked at that Blastoise from the other side, it's neck would be a stretched out broken mess because they just dragged the joint up to fit the pose better from that specific angle.
Games do this kinda shit all the time, particularly for stuff like trying to achieve 2D poses.
