Ice is just a joke defensively but has great use offensively with moves like Ice Beam, Freeze-Dry, Ice Shard, Icy Wind etc, but Fairy pretty much snubbed it as -the- Dragon killing type.
Ever since Steel's introduction, it has been "Rock but better" defensively. It doesn't help at all that Rock has 2 more weaknesses either. Offensively, you've got sneaky stones, which is "the" filter of course. But also too many Rock type moves are "strong but lower accuracy" and the few that are actually 95% or 100% aren't really good or are rather exclusive in distribution (like Power Gem, but even then this a special move on a nearly purely physical attacking type).
Usually a Pokemon that is either one of these two types (god forbid both) is straight up cursed. The good ones (like Tyrannitar or Kyurem) are good because they have amazing, abilities, stats and/or movepools to make up for the typing. I might even argue their typings are holding them back from being even better.
