In the Hoopa movie it seems like an actual god figure, with its own followers capable of channeling its power to create miracles, and it seems to show up when shit gets serious as an observer and backup. A pretty traditional depiction of a god.
But in everything else, It just seems like it's a powerful being that initiated the creation of the universe and three other powerful beings, but plays no active roll in shaping or maintaining the universe it left behind.

Of course, Arceus is still able shape universes or parallel timelines similar to that of Palkia and Dialga.

Palkia is the creator of some parallel universes and Dialga is the creator of parallel timelines.

It is a blessing to arrive in the same universe according to in-game universe dialogue texts.

Everything is him, even the Unown and Giratina, Palkia, and Dialga. Even Mew and the Pokemon, and I’m pretty sure this all means humans too. He’s time and space and everything between. He separated himself into parts and Arceus is a powerful fragment that helps make up the whole, I don’t know if he could undo these separations but it would likely not hold much meaning outside of decreasing the total experience of reality and reducing it back to one.

I'd say Arceus is just a powerful being. But it has near complete control over the Unown, which allow it to see essentially anything done. On it's own, Arceus is pretty strong. When it's commanding enough Unown, Arceus is capable of creating and destroying universes.

The "Thousand arms" that the myth speaks of are the swarms of Unown it uses to actually create universes.
