Can HOME move pokemon between different users on the same console? What's stopping me from setting up storage alts on my Switch and sticking with the free version of HOME?

I think it's account-locked but can set the GTS to trade with other accounts

Each profile needs a NNID account tied to it and you can't use the same account on multiple profiles. Furthermore, each NNID account sets up its own specific Bank/Home account. What's stopping you is they already thought of that.

when you open the app, the console ask you who will use it. Maybe HOME will work with all pokemon accounts you have in the same switch profile.

Sure it will - for $16 per account, not to mention the Family Plan NSO on top to let all the diff profiles use the online.
