To me, it's not whether they're a 'remake/destroy the world' team or 'just crooks' team that distinguishes between a good or bad evil team. Because in all honesty both ideas are generic on their own and simplicity =/ good, just as complexity =/ good. For example, Team Rocket are boring because I have no reason to care about fighting them over any other random trainer aside from that they say comically evil things. However, I like Team Skull because despite the fact that fighting them feels pointless 90% of the time, their personalities and leader makes up for it with why they made this team in the first place and why they are crooks in the first place.
On the other hand, I don't really like Team Flare because despite the fact that most of the grunts don't even behave according to the 'grand goal' of remaking the world (as is the case with pretty much every grand evil team aside from Aqua/Magma, the big goal only really becomes relevant near the end of the game and only with the leader of the team), Lysandre himself only really presents his actual personality to you in terms of the fact that he's a philanthropist who's sick of the greedy ignorant who only take. That's nice and all, but it's only the concept of a character trait, it isn't really mixed well with other things to make Lysandre himself compelling. However, I do like Galactic because I find Cyrus's character more compelling with how he views human emotion as a weakness, manipulating people through his speeches, and the Old Notebook about Rotom indicating that he's experienced powerful emotion in the past and yet is still bent on getting rid of it due to the pain it can cause.
