Full BP wasn't banned some insane number of years ago where nobody really knows what modern BP or anti-BP tech would look like. Haze Quagsire can't counter BP leads or beat already set-up BP mons, only can cover the part of the game where you set up, and doesn't even do that to CM Stored Power Espeon. Theres stuff that really hurt BP like Mega Garde that doesn't even exist anymore, and other options like Goggles Bisharp are still as narrow as ever.
Other than maybe full-power BP, some weakened versions of BP were beatable, but your example is exactly why it was too strong, even in its neutered versions. Your solution of "just run Haze Quagsire" doesn't even work, and BP can often muscle past it anyways. Even a narrow hard counter doesn't matter, and you need to start adding more and more narrow counters like Goggles Sharp or maybe like bulky Toxtricity. All things that perform exceptionally poorly except to counter BP, and aren't even a surefire answer at that. BP is an insane arms race where the BP player has a gigantic advantage, as they can bring a broad range of threats within the BP strategy, where your one narrow counter mon is specifically made to counter one or two things. It might be one thing if this arms race meant there was some real meaningful gameplay or deep interaction between players, but BP either wins or it doesn't. Either you brought two or three narrow answers to their strategy and their teams folds without being able to do anything, or they win without interruptions. The game is already decided before the first turn. That's how it finally got banned.
