There's a difference between 100% accuracy and Cannot Miss. Swift is guaranteed, Sucker Punch and Earthquake are 100%. A guaranteed hit move completely ignores the accuracy check, so if anyone's accuracy or evasion is affected then a 100% can miss.

He's not wrong in general, but in this specific context it was the result of a bug.
