rotating body parts do not work. you can't take an animal and give it the same shit as a fucking machine that's not how biology works. the dex entry of its chin being harder than steel leads me to believe there are iron deposits in its skin due to a similar concept as a flamingo where it consumed minerals from rocks it breaks with its chin and combined with the electric pulses of its nerves it causes magnetism in the tail which allows it to stay loosely attached and rotate and the fins are actually shed skin similar to a rattle snake.
