Probably something that evolves to explain the 2 empty slots dataminers found (I doubt the 2nd slot is 2021's Mythical since we'll have Kubfu, Urshifu, Calyrex, and the new Regis by then).

Ilex Shrine wasn't even intended for Celebi initially. Its lore as the gurdian of the forest wasn't in the dex until Crystal, and one of the devs said in GS they just planned to give it away with the shrine being something unrelated they cobbled together out of existing assets.
