Z moves were in many way a proto Dynamax, the fact that Dynamax is worse doesn't make Z moves in any way good. The best possible option is just not having any battle gimmick at all, just raw and unadulterated Pokémon battles.

Other than the obvious shit they did to break the game again, buffing Hustle was a mistake.
And not somehow nerfing weakness policy when they made dynamax was also a huge mistake
