Because it's not that big of a deal. All three are iconic Pokemon designs, inoffensive at worst (Wigglytuff is kinda awkward I guess), are ambiguous and there's nothing inherently wrong with similar-ish monsters in one gen. It helps establish a consistant world when creatures can look similar to one another instead of constantly different.

It should be Clefairy imo. Makes it distinct from Jigglypuff and it doesn't affect its evolution too much (unlike if Jigglypuff were to be white, then Wiggly would lose its white belly patch)

I'd like to remind you that Clefairy used to look like this, and was arguably a counterpart to Gengar. Not necessarily Gengar being it's shadow, more like a rival character of sorts.

It's 4 you retard. 14 is Gengar. And I'm pretty sure Clefairy was redesigned about the time Atsuko Nishida joined the Pokemon team, although I want to check the index to see if that lines up (it probably does, given evolution at all were uncommon before then).

Since it was gen I, a lot of it was spitballing to see what stuck. That's why gen I has a lot of really similar Pokémon designs, which autistic people then make convoluted fan theories around (Clefable x Gengar).

I see the shape but overall they don't fit properly. If they wanted you to think they were connected they would've hinted it in the dex or made them share moves consistently.

Because they're not connected. And there are probably a good 5+ other scrapped Pokémon designs that resemble both of them that the world will never see. Because during the design phase, artists will draw a lot of similar-looking designs before narrowing it down, and it's not unheard of for multiples of the same concept to be deemed good enough to keep.
