The Misty lure appearing in early DP in 2007, as well as Ash and Brock explaining to Dawn who Misty was, made people think Misty was being set-up for a cameo at some point of DP. I remember how people spent the next 3 1/2 years of DP waiting for Misty to show up. There was no point to even give Misty a reference back then if she wasn't going to appear.
On the forums at the time it was hell because all the Misty fans were taunting the May fans of how Misty got referenced and May didn't, (remember in early DP, May was not mentioned once on-screen even though Dawn was another coordinator, until DP75), and this ep aired in 2007. So it looked like the writers were "ignoring May" and bringing up Misty.
The irony of it all is how Misty didn't appear at all over the entire span DP was airing, and May came back with a huge cameo arc.

The delay really worked wonders, BF was mostly good and they were able to give May better resolution with her Contest story and Drew/Harley. It's actually weird to think May might have only been around 3 years if AG ended with Hoenn. Can you imagine back then that Misty lasted 5 years and May only 3? It'd look like May was dumped quickly.

This might be an unpopular opinion but I prefer Gou over the Alolan classmates. He is a pretty vibrant character and not one-note like Lillie/mallow/Lana/sophocles.
