You can counter Strength Sap by switching to literally any special attacker.
Meanwhile the only counter to Scald is switching to something with Water Absorb, because even a 4x Water resist will still get burned.

I use Discharge on my Static Zapos solely for the 30% paralysis chance, if you think it's a bad move you're an absolute moron. Sludge Bomb is also great for the 30% poison, since it can pretty heavily cripple walls. And Scald is, well...it's Scald.

Spark is garbage though, but don't knock those other three.

the pokemon that got it last gen were weak and frail, if mega venusaur or tangela/tangrowth had it their usage would have skyrocketed in many cases

Fire types advantage against steel types and resistance to fairy types makes them far from being as bad as the others. Ice is good offensively, and the flying type's immunity to earthquake and advantage against fighting types makes it an alright type. The only exceptionally bad one there is rock. Most of its good moves are given to much better Pokemon with better typings, and the type is cursed with horrible defensive matchups and having most of their viable moves have sub 100% accuracy. This isn't helped by the fact that they're mostly terrorized by special moves due to their poor special defenses and need sandstorm as a crutch so they don't immediately keel over and die to a Water Gun. Out of all the types, I'd say rock is the worst.

For the record Strength Sap got Vileplume banned from Gen 7 NU and made it useful in tiers as high as UU, while on the other hand it wasn't good enough to stop Corsola from dropping to UU.
