Origins literally shows Charizard swimming underwater with his tail not going out. Although the early anime contradicts this a little bit, my headcanon is that a Charizard's tail merely represents his life; the flame signals how healthy he is, but he won't die if the flame is put out by external means. That, or Charizard's tail is different from normal fire and will take a lot more than being submerged in water to be put out
