Most of the moves that got removed were complete trash level-up learnset filler that no one used.
Hidden Power was retarded because it allowed pokemon to run checks to their counters. Now you actually have to deal with the types available in your movepool.
Return's friendship scaling was a mechanically uninteresting element. Literally the only thing we lost when Return was cut was a high-BP STAB move for Normal physical attackers. This can be fixed by adding a new move in the DLC.
Signal Beam was a shit and redundant move and people only miss it because a handful of pokemon like Jolteon have such incredibly terrible learnsets that they needed it for coverage. As above, this can be fixed by move tutors in the DLC.

Hidden Power offered the access to other types when the movepool was lacking, filling in for better coverage.
Pursuit was an efficient check against the ever annoying ghost types.

Because giving every special attacker free access to literally any type coverage they want is bad game design. Would the game be better if every Pokemon could learn every TM just because it gives them more coverage? Because this is the dumbass logic you're approaching.

To be fair this is a mixed bag. Yes, there were some good moves that didn't deserve to get cut (Return, Pursuit, Hidden Power, Signal Beam), but there are also a fair share of moves that deserved to be cut (Egg Bomb, Psywave, Razor Wind, the normal type multi strike clones like Double Slap and Comet Punch)

Allows tanks and special attackers that have terrible movepools to at least have some palatable. Offers an interesting range of choices that you can bend in function of the team. Fuck hidden power days I already miss.
