A lot of recolours also come from the early games like Digimon world where they had very limited space and needed some more variety. It's a lot easier to use a new texture than to build another unique model.
Digimon also makes much better usage of it's typing than pokemon does. It's not simple rock paper scissors because there's 2 independent element tables. A snow agumon spins both tables not just 1 table. Which gets more interesting as you jump between both types.
