Not only can they just switch out and claim a kill the next time they're sent out because your "dragon counter" is at less than half, even if they do stay in ice shard won't OHKO most non-4x weak dragons from full.
Dragon was stupidly strong nuetral coverage that hit everything but steel types for big damage, which can be hit by fire or ground coverage that nearly every dragon gets or muscled through with banded/specs outrage/draco. Not to mention magnet pull dealt with the few dragon resists that existed.
Defensive counterplay to dragon types before fairy type was basically hoping they didn't have the appropriate coverage for your steel, or picking a sack everytime they're sent out so you can get in something to revenge them.
A dragon immunity was needed.
