The bulk of mons are sub 100 so anything above 90 will be outspeeding a lot of things in SS where in gen 7 or nat dex they would be outsped by most things. part of the reason darm was dumb was that at 95 even band could outspeed a lot of things on top of being ridiculously strong.
OTOH dragapult is top of the usage charts on levels of speed usually reserved for fast megas and scarfers, and duggy is around to punish anything not fast that can't escape from him.
It could probably be correct to say that being mid-speed isn't as punished as it was in previous metas as the speedy mons are the exception rather than the rule.
