I can see them doing that for Necrozma. Light that Burns the Sky becomes a regular move where it briefly assumes its Ultra form (much like Eternabeam).

Too bad its transformation is essentially a mega evolution. If anything it has a higher chance of gigantamaxing into u-necrozma rather than having an ultra burst.
