Is it safe to say that Grookey is the most popular Galar starter in Japan? He seems to be in way more merchandise lines and is featured in 3 Pokemon Centers compared to Scorbunny's 2 and Sobble's 1.

No because you're wrong. Scorbunny is most popular galar starter, its plush sell the best and it's the shilled starter due to anime.
Grookey is less popular galar starter from what I can see. None of its line got a place in japan's top 15 Gen 8 pokemon poll and have less fanarts compare to other galar starters.

Tfw when we're gonna get Cinderace instead of Rillaboom in smash. I really wanted a fully evolved grass starter and not a 3rd fully evolved fire starter. Hopefully Toxtricity can get in instead of Cinderace so there's some variety.

Notice how I said in Japan. grass types tend to be more popular there because they're not autistic western kids who are obsessed with fire. Scorbunny has been in much less merch there compared to Grookey because of it's awkward design and massive head. If Ash ends up with a Grookey my theory will be basically confirmed
