>>42664022when you open it up to that you're basically saying all the version exclusives are counterparts to each other, like Arbok/Sandslash, Ninetales/Arcanine, Stingulor/Pomboss, Starmie/Cloyster, etc. and then eventually you get to cases where that obviously isn't true like Manectric and Houndoom or Tyranitar and Aggron, or cases where it might've been true but then more or less retconned, like how Scyther and Pinsir were counterparts in the Kanto games but now that Scyther has an evolution, Heracross has supplanted it.
This is just a long winded way of me saying the Gen 3 mouse in the OP image is more accurate
