Personally I was a Bibarel man back in the day, but as I've matured I've come to see the light. Luxray is a really fucking cool Pokémon that deserves a lot more love, I'm always surprised at the lack of Luxray posted here in favorite threads or buff-a-shitmon threads.

XY gives you access to Azurill fairly early. Half of them have Huge Power, and all of them come with three perfect IVs guaranteed. You get Return as a reliable option fairly early on (end of Route 4) and as a Marill/Azumarill, it picks up Aqua Tail around level 20. I'd put it above Raichu in a hurry since there's really not much that sets Pikachu and its evolution apart from any Electric-types you can pick up slightly later like Helioptile or Electrike.
USUM gives you access to Hawlucha at around the same time you can pick up Bagon, and it comes up to par way more quickly than the dragon since it boasts impressive stats and powerful (for the early game) moves from the moment you catch it. Brick Break from the first trial area will carry you for as long as you want it to, and Aerial Ace is good enough for turning into Supersonic Skystrike until you get Acrobatics on Ula'Ula Island.

Pidgeot and works for gen 1 too. At least in-game it's pretty good.
Ampharos for gen 2 (if you count post-gym 1).
For gen 3 shiftry, ludicolo, and slaking lines are available before the first gym. Exploud is no slouch in-game either with its good exp gain.
Gen 4 maybe add roserade.
Gen 7 (USUM) gets inkay very early which is one of the best totem killers in the game.

Pigeot is just decent, with not much nuking potential early game unless we're talking the level 9 pigeotto
Ampharos does count since gen 2 doesn't have much to pick from.
you have a point with vigoroth/slaking, but the other 2 don't seem very overpowered and start out really weak compared to the other options.
I think roserade is a strong contender yes.

Isn't Spearow -> Fearow better than Pidgeot? It's got more Attack and Speed, reaches its full potential far more quickly, and actually has Flying-type moves for most of the game in RBY. Either way, both birds are at their best in GSC and should be listed under Gen II in >>42668583, because the badge boost mechanics (26% boost to Flying moves after badge 1, with the same boost expanding to Normal moves after badge 3) are straight busted.

It was gifted to me. Never played it because I was kind of done with video games back then. Haven't played it after that because apparently you are supposed to play the earlier versions first, and I want to do the whole homebrew thing with my 3DS to do that but always put it off.
