Pokemon are converted to data when in Pokeballs.
TM's change the code and alter their bodies to be able to use moves they wouldn't be able to in the wild.

Instructional videos, they don’t break from Gen 5 going forward so it makes the most sense from a logic standpoint. In the anime this is done via move tutors like Ash instructing his Rowlet and Treecko how do Bullet Seed by spitting literal seeds.

They don't exist. Adaptations don't bother with them, Pokemon just learn moves on their own or by training.
