Problem is it doesn't really need to drain attack to heal a lot.
Even shitters with low attack or already -4 mons will still act like a normal recover. It would be fine if it actually worked like the description says and had diminishing returns for repeated uses.

That's only true for mons with absurdly high ATK. Strenght Sap would barely heal half their health if used on something like Togekiss.

It does have diminishing returns... It's just that the formula starts out returning such high HP numbers that at its weakest, it's still a huge heal.

it was not broken in gen 7 due to its shit distribution
then masuda went full nigger like always and gave it to fucking ghost corsola with cursed body/100/100 defenses AND access to eviolite

Actually it was probably Morimoto (HGSS director) that gave it out. He'd been in charge of battle balance since Gen 6.

It heals for the target's attack stat. Even with no investment most Pokemon still have a moderately large attack stat, and Corsola has a low HP stat, so this results in a near full heal.

If you send a physical attacker against Corsola then you're gonna have a bad time because it's going to keep healing to full health. Max-investment physical attackers are going to have like 100+ Atk even after Strength Sap has been used a couple of times.
If you send a special attacker with low base atk then Corsola can't really do a whole lot.
