if sandstorm is out at the beginning of the turn, unless you swap in another weather user or somehow pull a priority weather move out of your ass (which requires taking charizard out of the equation), excadrill is going to keep that speed boost and go first. if megazard y was still around you'd have a point, but its gone.
...but if you're leaving excadrill against a charizard without sandstorm, choice scarf, or focus sash, then you deserve the loss.
