It's really just that they've spent their entire youth doing battles so it's too late for them to get into a trade or go into higher education. With their resume only having the "raising Pokemon" on it, they don't have the qualifications for anything else but a job in a Pokemon field.
Construction Workers, Office Workers, Scientists, these are all jobs that exist in the Pokemon world, but to get these jobs you need at least some amount of education.
