Mega blastoise is just better blastoise, while mega venusaur and venusaur function totally differently.
Having said that, blastoise might get ranked in gen 8 OU. Not sure about venusaur, since it really can't function without a torkoal strapped to its back.
Charizard will obviously sill be decent in formats with dynamax.

What? Barbaracle has 68 base Speed, just two points off of Polteageist and Cloyster. With a +Speed nature and max investment, it reaches 516 speed after a Shell Smash. That's faster than, well, everything that's unboosted, and anything slower than Blacephalon's base 107 holding a Choice Scarf. Granted, it loses out on things like scarfed Keldeo and scarf Kartana compared to the base 70s, but they both are still outpaced by the massive scarfed base 110 Speed tier. As for the accuracy of its moves, well, its best attack right now is Tough Claws Liquidation, which has 100 accuracy. It runs Stone Edge for STAB, obviously, though it might be able to get away with Rock Blast now, but tends to rely on Low Kick or Grass Knot for coverage (though it can easily run different moves in that last slot to best suit the team it's on since the thing has coverage for miles). The only Shell Smasher that was better in Gen VII was Cloyster... and that was still rated lower in the Smogon RU viability ranks than the Collective Pokemon. Have you ever even looked at what Barbaracle is capable of?

If Blastoise was good without his mega it would show in the usability ranking, like Venusaur and MVenusaur are both in
Meanwhile Blastoise is nowhere to be seen because he need the statboost+MegaLauncher to be relevant
Blastoise by itself is seriously outclassed by Polteagheist and Cloyster
