Nah, a legend in a distant land doesn't necessarily applies to said land, it could be something as simple as a tribe traveling and seeing a Giga-Melmetal before leave and settle in another place.
For the record, I don't think Dynamax is confirmed 100% Galar-only either, but only because knowing GF they can simply do an ORAS and tie Dynamax with Sinnoh or something like that
